wizard navigation events are always sent as 'all'

    Description

      for some reason, the ability to send custom OCM resource type got lost when no predefined type is sent (tested on navigation events).

      that is, the wizard next/back/submit/nav-link events are sent with the 'all' type, instead of 'osd', 'rosa' etc..
