Setting what paragraphs are available to users should be centralized

Currently each column for each root page needs to be set separately by EditLayout button to set which paragraphs are available to the end user. This is extremely not scalable in our situation where each project is directly in root of Website repository. Adding access to a new paragraph for all projects takes hours. Moreover, the version of SiteDesigner we are using has a bug - linked in dependency of this task. Lastly, paragraphs from other modules than SiteDesigner are not visible in EditLayout checkbox list choice.
So, the idea is to have the list of paragraphs per each column defined once per whole deployment and use it in template.
