Edit bars should be visible even if a user doesn't have access to the particular paragraph type.

Now when we revoke access to a particular type of a paragraph then users that have used it in their pages cannot edit their content. We need to be able to turn off some paragraphs in order to enforce using the newest versions but still make it available for users to edit old content.
