Some charts will be made more easily understood with the inclusion of y-axis grid lines. One example being the stacked bar/histogram chart. There might be others, this needs to be explored and defined. PatternFly uses an on-demand (hover) axis line, but persistent grid lines might be more appropriate for certain data presentations.
