Applying HF patch followed by Rollup patch causes two versions of the same bundle to be installed

      1) Extract JBoss Fuse 6.2.1
      2) Start container using [jboss-fuse]/bin/fuse
      3) Apply the 6.2.1 HF27 patch
      4) Confirm the switchyard-common-camel has been upgraded to the 621127 version
      5) Apply the 6.2.1 R3 patch
      6) Check the version of the switchyard-common-camel bundle

      Expected Behavior:

      switchyard-common-camel bundle should remain at the HF version

      Actual Behavior:

      Two versions of the switchyard-common-camel bundle are installed

      Applying a HF patch, followed by applying a rollup patches causes two version of the same bundle to be installed.

      This is a special case, where the HF patch contains a higher build version of an artifact that was created after the rollup patch.
