New property for container-create-ssh command to choose baseline or actual root config with user changes

    Description

      Sometimes when creating large number of containers or migrating containers to new version it would be helpful to choose whether container-create-ssh will create new containers on baseline branch or actual root configuration with user changes. Customers have to do manual configuration otherwise as on build 071 container-create-ssh is created on baseline.
