As a WMCO developer, I want all 3rd part repositories and their associated sub-modules to be updated to the latest version so that we pick up all the bug and security fixes.

Description

Update containerd, hcshim and windows_exporter

Engineering Details

We need to update the downstream forks of containerd, hcshim and windows_exporter and then update the sub-modules. In future this should be done on a weekly basis by the winc-watcher.

Acceptance Criteria

All downstream forks have been updated and sub-modules have been updated.
