The RequestDumpingHandlerTestCase uses the legacy security realm for SSL configuration

The RequestDumpingHandlerTestCase uses the old core-service=management/security-realm=* resource which is no longer available to setup an SSL certificate. This should be able to simply be removed and use the default self-signed certificate for this test.
