The jaxrs subsystem should not assume that simply have the org.wildfly.microprofile.config means the microprofile-rest-client layer is present

In the org.jboss.as.jaxrs.deployment.JaxrsIntegrationProcessor there is an assumption made that if the org.wildfly.microprofile.config is present, then the microprofile-rest-client layer was provisioned. However, that may not be the case and should not be assumed. The processor should also account for cases when the layer was not provisioned so the supporting implementation modules are not present.
