Make sure Micrometer works in Domain Mode

The OTLP push approach will work in managed domain. The only reason not to support managed domain is if we need to account for a pull approach.

This can be a WF 29 thing, but not having a metrics answer in managed domain is weakness we occasionally get asked about by users.
