Remove ModuleIdentifier from ServiceModuleLoader.preloadModule

      After MODULES-256 deprecated ModuleIdentifiers, ServiceModuleLoader.preloadModule calls perform worse when using a ModuleIdentifier due to added overhead from underlying ModuleIdentfier.toString and ModuleIdentifier.fromString calls as described in MODULES-435.

      That can slow large complex deployment start up by over a minute. We should remove the ModuleIdentifier use from preloadModule at least for improvement and may need further work moving forward to fully remove use of the deprecated ModuleIdentifier.
