The legacy standalone.xml config does not set skip-group-loading="true"

    Description

      All the other configs include skip-group-loading="true" in the local auth config. The core standalone.xml not having is therefore probably wrong, plus it forces the galleon packs to try to match an incorrect legacy which adds unnecessary complexity.
