modulePath without WILDFLY_HOME/modules should be possible

    Description

      wildfly-arquillian currently adds automatically WILDFLY_HOME/modules as first path in modulePath, which causes Duplicate layer 'base' issues in some wildfly testsuites (WFLY-10615).

      On the other hand, clustering test cases depends on this behavior (but Duplicate layer 'base' occures here too) - should be fixed in WFLY-10631.
