New packages not exported in OSGi

    Description

      while testing fix for WELD-2641, I have noticed that the change introduced in WELD-2305 has not be applied to OSGi headers - the problem is that new package(s), like ie org.jboss.weld.contexts, are not exported thus weld-osgi-bundle cannot be started successfully
