[Policies] Rate limit policy wrong schema affects UI

      1. Create service
      2. Add rate limit policy
      3. Click on the Limiters add button
      4. See the error.

      When I tried to create limiters in the rate limit policy in the admin portal it resulted in the following error:

      Error message:

      List of limiters to be applied

Unsupported field schema for field root_limiters_0: Unknown field type undefined.

      I think this issue is critical because this error message is something that customer will see immediately after he clicks on the LIMITERS.
