Can't login into master portal when upgrading from 2.1

    Description

      I followed these instructions on how to upgrade from 2.1 to 2.2-ER2 and I am currently unable to log into master admin portal with name and password I set up through environment variables MASTER_NAME and MASTER_PASSWORD.

      Issue is probably caused because of preexisting data in system database.
