Right now policies have 2 fields:

• name
• descriptions

Some descriptions are short and some are long and get cut in the UI. Also, some have 'policy' in the name and others don't.

We discussed and agreed introducing a third field, so we'd have:

• name
• summary (max 75 characters)
• description

Changes needed:
1. change texts in policies (APIcast)
2. use summary instead of description (system)
3. optionally, add a description with space for a longer text in the UI (system)

Ideally, we can include 1 and 2 in ER2.
