Anonymous Access to 3scale REST API

      3scale current supports 3 main authentication patterns:

      • Standard API Keys
      • Application ID and Key
      • OAuth v1.0 and v2.0

      There is no ability to access the 3scale gateway without a token.

      This feature request is to allow the ability to invoke a hosted 3scale API without a token, otherwise known as "anonymous access". One of the reasons for this request is that there are times that a legacy API must be hosted as-is, and the client to that API can not change. Adding an authentication pattern is just not possible, but would still want the benefits associated to having an API Gateway. (rate limits/ filters/ etc.)
