Critical When I try to build Oracle system image, build fails with this message

We have a build config for oracle
License issues
We have to document a procedure to build an image ON TOP of the released GA image….
and we test that procedure - building it ourselves.
We are not allowed to distribute Oracle bits so the customer has to download them, sign the EULA and then build the final image from them
