      Creating new tenants through masterURL/p/signup does not create the backend api for the provider. The controller/method used for this is here.

      This is also the way to create a tenant that we use for the cucumber step Given a provider signs up and activates his account, which is used by many cucumber features.

      I don't know if this page should be accessible or not but locally in the UI is accessible, the bug can be reproduced, and the page looks very weird...
      If the page should indeed be accessible, then we should create the backend api, and ideally we should not have so many places internally where we create a tenant and we should always use the ProviderAccountManager, but I don't know how easy/difficult would that be for ER2. Besides, this task is blocking jgallaso who discovered the issue.
