This request is to support Oracle 19c.

Dev Notes

create an Oracle DB 19c local image
smoke test it locally
change the drivers for this image in the Dockerfile
push this image to quay.io for our CircleCi
Change circleci config
make it run on CircleCI
fix eventual bugs or incompatibilities
