In order to be able to inform to the user that something changed to proxy-related objects and therefore the proxy config should be regenerated, we need to implement some background notification/tracking mechanism.

To start, proxy rules (create/update/destroy) should trigger the event that signals a potentially outdated proxy config, as well as policies.
