Add "matches" operator to Edge limiting policy

To use Edge limiting policy as a mapping rule that can limit rates on the second time scale, matches operator is needed.
Since the current Edge limiting policy doesn't have the operator, it cannot match paths like them:

/v1/word/{whateverword}.json    
/{version}/word/{foo}.json    
/{version}/word/{bar}.json?action=create    
/{version}/word/{baz}.json?action={my_action}
/foo/bar$
