Add the removal of the “Latest transactions” page in 2.4 release notes

    Description

      With the new PatternFly UI, references to the page with a live feed of the latest transactions reported from your APIs have been removed from the admin portal. Although, the page is still available by typing the URL `<your-admin-domain>/apiconfig/transactions`, this feature is now deprecated and the page will be removed in a future version.

      We want to include this deprecation/removal in the release notes for 2.4.
