Limit ActiveDocs visibility in the Admin Portal

An admin portal user might be limited into which APIs/Applications they can view (among other options) using the following section in the Admin Portal UI:

Account --> Users --> <User> --> "Administrative" Options

However, there isn't currently the ability to limit which ActiveDocs Pages they might view and this could be considered a potential security issue.

There might be at least 2 possible approaches to address this request:
1. Limit each Active Docs Page per non-administrator user as if it was a separate component.
2. Use the work going on THREESCALE-1311 and its sub-tasks (e.g. THREESCALE-1340), which are possibly establishing a link between the APIs and their ActiveDocs pages. Then maybe choosing to limit the visibility to an API in the near future could also affect its ActiveDocs page.
