Purge old alerts

      Follow-up to THREESCALE-705, alerts table was left to be purged manually by users as documented in THREESCALE-1775 for example this merge request.

      But alerts seem to have mostly operational value for current period/month. To keep some historic record, we can keep them for 3 months for example and avoid the alerts table growing indefinitely. Without requiring manual tasks to be performed by database administrators.
