Document what means the state of the service is "incomplete"

When retrieving the service information from "Service List" endpoint, by default the state of the services are incomplete but it doesn't mean that the services are incomplete. This field is a beta attribute and may be implemented in the future for the service object.

It would be helpful to have this documented.
