Make page-up and page-down work in the model's Package Diagram

Large model diagrams are difficult to navigate, in part because we have not implemented support for page-up and page-down. We've implemented it for other parts of Designer (e.g. Model Explorer tree) so we should implement it for the package diagram view as well.
