Deploy context menu option enabled but not working if no Teiid instance created

After creating a VDB, I tried to deploy it using the enabled Deploy context menu option. Nothing happened - no message logged, error dialog, anything. I then realize I never started the server (which was local) or, more importantly to the Designer, created a Teiid instance. There should be a message indicating I need to create such an instance.
