Create single built-in Relational MED

The plan to replace the existing Function metamodel by extending the Relational metamodel "procedure" object requires the definition of initial built-in MED targeted at the relational metamodel.

This MED would contain properties required by TEIID (See FunctionMethod class for details) that will include a "category", function Class etc.
