The API was generated as part of ~~SWATCH-2277~~ but the methods were left empty/non implemented.

Acceptance Criteria

Port logic of Subscription Sync API from the monolith to swatch-contracts
Copy all the tests (if any) of the API from the monolith to swatch-contracts
IQE tests are validating the new APIs
All the APIs from ~~SWATCH-2277~~ are now usable on swatch-contracts
