Refactor instances API and hosts API to use swatch-product-configuration

    Description

      As a developer, I'd like to refactor instances and hosts APIs to use swatch-product-configuration, so that I can retire tag_profile.

      Done:

      • The following classes contain no references to tag_profile:
        • InstancesResource
        • HostRepository
        • HostsResource
        • InstanceTallyViewRepository
