      Introducing Pipelines-as-Code global repository settings for centralized configuration management of all settings that can be defined on a Repository CR. This let you have for example the same auth for github webhook with a single token for all Repo CR (without having to define on each) or define the default provenance across all repositories.

      Story (Required)

      We have local repository settings in the repo CR, those settings and configuration don't have cluster default.

       

      Let give admin a way to configure those default wiht a "global" repo CR that would be used if created where the controller is installed.

       

      The settings should "merge", i:e if you have settings in local repo and in global repo they would be reused.

       

      The settings from the local repository should take precedence over the global settings.
