[vsphere][ci] Investigate log aggregation for vSphere CI

Need to investigate offloading and aggregating logs for vSphere CI (vCenter, ESXi hosts, etc) in a location that's easier to access for administrators and peole needing to view the logs. Right now it requires SSH access to the hosts and vcenter VM which isn't ideal.

Considerations and questions:

• What solution to use? OpenShift Logging or something else?
• Where to host logging solution? Build cluster or elsewhere?
• Cost estimates to run logging solution?
• Performance impacts of running solution alongside CI (e.g. inside build cluster)
• Can a solution also help prevent log storage capacity issues in vcenter?
