MavenDependencyResolver goOffline does not trigger the Simple Repository Type

      MavenDependencyImpl is called from the DependencyResolver factory during creation, so the Repository Type is determined before the user has a chance to change it via e.g. goOffline.

            org.apache.maven.offline=true is not working, it's is read and reflected in MavenSettingsBuilder, but MavenDependencyResolverSettings is still false and wrong Repo Type is selected.
