Even when -DskipTests is passed as an argument, the tests in maven-plugin module are run. This is done because they are not part of the project but are invoked via the maven-invoker-plugin.

Not only they take ~20s to run, they also fail the entire build even when they are expected to fail due to the ongoing programming and thus they're preferred to be skipped.
