OutdatedTopologyException when creating realm during cluster node failback/startup

      In a 2-node cluster, when attempting to create a new realm during the time when one of the server instances is starting (e.g. after failure) an org.infinispan.statetransfer.OutdatedTopologyException is thrown by the starting node.

      Subsequent attempt to create the realm fails with SQL error, then admin user gets redirected to console/#/forbidden page (org.keycloak.services.ForbiddenException in server log).

      After that the admin user can't access the admin console until the node that threw the above exceptions is restarted. After that admin can access the console and see the created realm, but cannot edit or delete it. This works only after the other node is restarted.
