Add check for APB Image Managed Environment plan when is used External DB

In APB Image Managed Environment plan is a property "Sets of Process Servers" and with this property can users set count of Process Server deployments.
There is only one configuration for external DB. Extenal DB cannot be set for more then one sets of Process Servers. This should be prevented in the apb provision.
External DB -> Sets of Process Servers == 1
