The Explore page displays applications that are available for use with OpenShift Data Science. Click on a card for more information about the application or to access the Enable button. The Enable button is only visible if your administrator has purchased and enabled an application at the OpenShift Container Platform level.

However, "Enable" button always appears in Anaconda e RHOSAK, regardless the administrator has purchased or enabled the application. 

Unless we want to keep it as a generic statement to cover future applications, I'd change it to say that "Enable" button is expected to appear only for those application which does not require an OpenShift operator installation.

Steps to Reproduce

1. log in RHODS dashboard
2. check which tiles in Explore section have the "Enable" button

Actual results:

readers may think that all the application under Explore section are expected to have an "Enable" button

Expected results:

docs give more details about when an application is expected to have "Enable" button in the dashboard
