Description of problem:

Previous summary: Installation of RHODS 1.1.1-22 failed in OSD cluster (using install script): jupyterhub and traefik pods not Running

After installing rhods 1.1.1-21  in a fresh OSD cluster using rhods-smoke, some important pods are not in Running status:

Steps to Reproduce

Run rhods-smoke pipeline  following this steps and use this parameters

Reproducibility (Always/Intermittent/Only Once):

We have reproduced  1 time in a OSD cluster and 3 times in one existing PSI cluster (modh-qe-7). On the contrary, installation in other OSD clusters went well and didn't face this issue.
