Model server table row expansion should be disabled when no models are deployed

      When multi-model serving is selected for a project, and a model server is created, but no models have been deployed, the table row expansion feature for the number of Deployed models should be disabled.

      Currently, the number in the table row ("0") is a link button that expands the table row to display an empty state. This takes up unnecessary vertical space and makes design/implementation of the "new" project page more difficult.

      We just need some conditional logic so that when the number of deployed models = 0 the count is displayed as plain text.
