Create a module to handle key/certification backups

    • Testable

      Currently, we have two classes that deals with key/certification rollback placed in different modules. Let's gather them up and place in their own unique place to handle the backup accordingly to what they do.

      Acceptance Criteria

      • Move RestorableRpmKey to that module
      • Move PEMCert to that module
      • Rename PEMCert to RestorablePEMCert
