      Since Since compose CentOS-Stream-9-20240328.0, CentOS Stream 9 qcow2 image can't boot.

      Image https://composes.stream.centos.org/production/CentOS-Stream-9-20240325.0/compose/BaseOS/x86_64/images/CentOS-Stream-GenericCloud-9-20240325.0.x86_64.qcow2 can boot.

      Please provide the package NVR for which bug is seen:

      How reproducible:

      Steps to reproduce

      1. start libvirtd service
      2. download qcow2 image from https://composes.stream.centos.org/production/CentOS-Stream-9-20240328.0/compose/BaseOS/x86_64/images/CentOS-Stream-GenericCloud-x86_64-9-20240328.0.x86_64.qcow2
      3. sudo virt-install --name=test --disk path=/var/lib/libvirt/images/CentOS-Stream-GenericCloud-x86_64-9-20240329.0.x86_64.qcow2,format=qcow2 --memory 3072 --vcpu 2 --network network=default --os-variant centos-stream9 --import --noreboot 
      4. sudo virsh start test
      5. virt-viewer will open and nothing happened there.

      Expected results

      VM should get started

      Actual results

      VM can't boot and on output in virt-viewer
