The base UBI images contain curl-minimal to reduce the size of the image by sacrificing interactive use. This is fine because the base UBI images are designed for deploying services. However, the toolbox image is designed for interactive command line use. Therefore, it should do the opposite, and use curl-full (which is a Provides in curl).

Note that curl-minimal has now been removed from Fedora because it's so similar to curl-full:
