[python-sqlalchemy] Group_by seems to modify the behavior of joined relationships - request to backport fix to RHEL 8 [rhel-8.6.0.z]

      Old bug in sqlalchemy https://github.com/sqlalchemy/sqlalchemy/issues/5065 imacts RedHat OSP 16.2 as Neutron behaves not as it should in some cases. We have already escalation from customer due to that bug. Please see https://issues.redhat.com/browse/RHOSPPRIO-120 for details.

      Please provide the package NVR for which bug is seen:

      python3-sqlalchemy-1.3.2-2.module+el8.3.0+6646+6b4b10ec.x86_64

      How reproducible:

      Always when using Neutron from the OSP-16.2.6 puddle. In 16.2.5 bug is not present as it was exposed by fix for other important bug.

      Steps to reproduce

      Please follow what is in the escalated bugzilla https://bugzilla.redhat.com/show_bug.cgi?id=2250708 when using OSP-16.2.6 puddle.

      Fix for that bug is already in sqlalchemy 1.3.13. Upstream patch is https://github.com/sqlalchemy/sqlalchemy/commit/bc94b51f53f80d1454fd3f7b4a736d2454187296 - it would be great if this small patch could be backported to the python3-sqlalchemy version used in RHEL 8
