[machines] Improvement on "Add network interface" in Pausing status

Please provide the package NVR for which bug is seen:

How reproducible:

Steps to reproduce

1. Prepare a running vm like cirros
2. Pause the vm
3. Click "Add network interface" , Add .   No Network interface is added
4. Click "Resume" , no network is added
5. Shutdown the vm , the network is added

Expected results

There should be a hint in step3 showing that it will take effect after shutdown , or show the network interface diretly , or just disable this function.
