Transitive dependencies doesn't resolve when using -Dkie.maven.offline.force=true

      Workaround:

      1. Instead of adding only test-model, we also add test-extra-model as dependency
      2. This will build fine

      1. Create base model (test-model) and extra model (test-extra-model)
      2. Add dependency from test-model to test-extra-model in pom.xml
      3. Create project in DC
      4. Create rule that imports a class from test-extra-model.
      5. Build and get errors
      6. Go to Settings->Dependencies tab and add test-model as dependency.
      7. Build and get errors even though the transitive dependency is showing up in the UI.
      8. This works without setting kie.maven.offline.force to true.
