When researching an ephemeral issue for vbelchio@redhat.com , I noticed that an ephemeral deployment of rbac w/ frontends is missing key items under the settings gear. The code to populate these items is part of insights-chrome, so these items should be present, but aren't.

This is a blocker for getting RBAC UI tests working (and some other tests that consume the Settings gear).
