Make the DataView filter data using a simple text filter

• Filters configuration is passed using the filters property consuming an array of React elements for each filtering option separately. Later, filters can be created of multiple types (text, radio, checkbox, etc.). 
• Filter values and callbacks changing them are passed automatically from DataView. 
• Components for different filter types should be implemented based on implementations present in the Insights Frontend components repository.
• Add displaying of active filters is built in using the PatternFly Chip component.
• Add applying the active filters and managing them using the useDataViewFilters hook
