1. Logged in on https://entra.microsoft.com/  using qe account 
2. Registered new Notification QE app using registration steps https://learn.microsoft.com/en-us/graph/auth-register-app-v2 
3. Followed Next steps from https://learn.microsoft.com/en-us/graph/auth-v2-user?tabs=http#authentication-and-authorization-steps authorization works for default API Permissions [User.Read]
4. May need admin consent for [ChannelMessage.Read.All] to access API with this SCOPE to get teams messages
